Because a Summit County ordinance prevents pavement construction past Oct. 15, construction in the Village must be completed by that date at the latest.
"It will hopefully be completed sooner than that," explained County Planner Tiffanie Northrup-Robinson. "Right now it is a little bit crazy over there with construction."
The County is constructing a roundabout on Ute Boulevard and Uinta Way and improving Uinta Way's sidewalks and landscaping. The developer is also adding more commercial space to house places like Del Taco, Mountain America Credit Union and a gas station.
"Right now Mountain America is leasing a space in the Kimball Retail Center but they've been looking for several years for a stand alone building," Northrup-Robinson said.
Smith's Food and Drug is restructuring its parking lot to accommodate a 6,000 square-foot expansion onto the storefront.
"We have a lot of people concerned we are eliminating parking, but they are just reorganizing the parking lot to maintain the same number of parking," she said. "They are redoing all the planter boxes, putting new light fixtures in and all the new utilities needed to accommodate that expansion of the store."
This is the first phase of construction. Not all the construction could be completed this year, due to lease agreements with existing tenants.
Phase two will begin in the spring to construct a roundabout at Newpark Boulevard and to make some retail pad improvements in the old Kmart parking area.
"We have to complete construction within a certain amount of time and we would not have been able to do that starting as late in the summer, so that's why they are postponing until next spring," she said.
Phase two should be completed by mid-August next year.
"But the construction this year will be wrapped up in mid-October, so hopefully the traffic will be flowing very smoothly here in just a couple of weeks," she said.
