The budget public hearing is set for 6 p.m. Dec 12 at the Sheldon Richins Building, located at 1885 W. Ute Boulevard in Park City. The Truth in Taxation hearing is set for 6 p.m. Dec. 19 at the County Courthouse Council Chambers, located at 60 North Main Street in Coalville.
The County Council has not yet determined whether to reinstate the two taxes that were put on hold by a referendum until they can be voted on by citizens. But state law required the County Council to make a decision by Monday, Dec. 3 as to whether or not they would hold a Truth in Taxation hearing to allow for the possibility of the tax increases.
"According to state law it is the County Council's decision to raise taxes or not," Council Chair Dave Ure said at a budget work session on Monday. "It is us that has to give the motion to put the Truth in Taxation hearing in the paper. That's why it's important one way or another that this council make or not make a motion today."
Ure added that whichever way the County Council decides would have a direct impact on the budget.
"If we do not make any motion whatsoever, then there is no notice in the paper and we will not be able to do increase the taxes," he said.
The County Council made the motion to notice the hearings, with Ure casting the sole dissenting vote.
The proposed increase for the Municipal Fund tax is 50.77 percent higher than current rates. If passed, taxes for a $485,000 primary residence will increase from $125.91 to $189.83, an increase of $63,92 per year. Taxes for a $485,000 second home or business will increase from $228.92 to $345.13, an increase of $116.21 per year.
The Municipal Fund taxes residences and businesses outside of municipalities to provide urban services, such as road maintenance and public safety.
The County Council is also proposing a 17.72 percent increase in the Service Area #6 tax rate. If passed, taxes for a $500,000 primary residence will increase from $136.95 to $161.22, an increase of $24.27 a year. Taxes for a $500,000 second home or business will increase from $249 to $293.12, an increase of $44.12 per year.
Service Area #6 includes neighborhoods throughout unincorporated Summit County that have been annexed into the service area for the maintenance of neighborhood roads.
Because the tax increases passed by the County Council last year were halted, the current recommended budget includes cuts to public safety and road maintenance workers to balance anticipated revenues with expenditures in those areas.
