Old Town housing project, nontraditional, approved unanimously

A group readying to build a nontraditional housing development in Old Town won a critical vote on Wednesday, securing a permit from a City Hall panel that was needed before the project could start.
GreenPark Cohousing, LLC won the permit in a unanimous vote of the Park City Planning Commission. Nobody testified during a hearing on Wednesday. There had been scattered concerns about the designs of the project previously.
The project is slated for land at 1450 Park Ave. and 1460 Park Ave., on the east side of Park Avenue toward the northern edge of Old Town. There are two old houses on the site now. GreenPark Cohousing, LLC plans to put up an eight-unit building and refurbish the two old houses. Seven of the units will be sold with income restrictions and the other three will be sold at market rates, GreenPark Cohousing, LLC says.
It will be the first cohousing development in Park City. Under the ideals of cohousing, the people who will live in a development have an important role in designing the project. GreenPark Cohousing, LLC intends to include common space within the project in addition to the residential units.
"We’ve been sort of sitting on pins and needles," Darrell Finlayson, a figure in GreenPark Cohousing, LLC, said after the vote, adding, "Now we’re psyched. I feel like doing cartwheels."
The group wants to break ground in the spring and hopes people are able to move into the project in the spring of 2015, Finlayson, who plans to buy one of the units, said. He said the development will fit well into the neighborhood, noting that the location is on a bus line, next to City Park and within walking distance to Main Street.

Finlayson said there are buyers interested in each of the units. They each put up a portion of the earnest money for the purchase of the property from City Hall, he said. GreenPark Cohousing, LLC earlier reached a $400,000 agreement with the municipal government to purchase the land and the two old houses.
The transaction between GreenPark Cohousing, LLC and City Hall has not been completed. The sides were waiting for the group to secure the necessary permits before finalizing the sale. GreenPark Cohousing, LLC still needs a procedural zoning approval and officials must still find that the designs of the project meet Old Town’s tight guidelines.
Finlayson said GreenPark Cohousing, LLC hopes to close on the purchase in the middle of April.
The Planning Commission before casting the vote on Wednesday covered topics like parking and driveways along Sullivan Road, which is a small street that borders City Park.
The panel’s discussions extended since last spring. There was a limited amount of opposition to the project, generally from people who own property nearby. Some of the concerns included the number of units in the GreenPark Cohousing, LLC project and the loss of views of the mountains.
