Top City Hall staffers file conflict disclosures


Park City Manager Diane Foster and the Park City attorney, Mark Harrington, are among the figures who have filed affidavits at City Hall declaring what conflicts they may encounter as they perform their official duties.

Others who file the affidavits include Mayor Dana Williams, the Park City Council and the Park City Planning Commission.

Highlights of the affidavits filed by the two top staffers at City Hall include:

  • Foster lives in Wanship and lists a series of present and past affiliations. They include being a member of the Park City Rotary Club, being an ex-officio member of a Sundance Institute Utah Advisory Board. She also says she is a volunteer disc jockey at the KPCW public radio station. Foster, meanwhile, indicates she is a former president of the board of Recycle Utah and once was the vice president of the board of KPCW. She is also a former member of the Eastern Summit County Planning Commission. The affidavit is dated March 21, shortly before she was appointed the city manager.
  • Harrington lives on Creek Drive and owns the place with Alison Pitt. The affidavit indicates Pitt is an attorney with Nutraceutical Corporation. Harrington, meanwhile, volunteers as a film reviewer for KPCW. The affidavit is dated March 13, 2006.

    The staffers indicate that they do not intend to represent people or businesses in their dealings with City Hall.
