Jeremy builder makes ‘minimal efforts’

A developer in Jeremy Ranch has made only "minimal efforts" to clean up his messy construction site after being put on notice in May.

"We just hope that they continue and finish what they’ve started there, as far as controlling and cleaning up," said Kent Wilkerson, a Summit County engineer. "They’ve done some minimal control of sediment."

Construction at Canyon Links at Jeremy Ranch began several years ago. But homeowners in phase two of the project complain that the site is messy and building activity is stalled.

Litter is the biggest concern of some neighbors at 3285 W. Saddleback Road.

"They need to finish the project," Wilkerson said about the developer. "I’m trying to get in touch with them to find out what their detailed plans are."

The builder has not been cited for violating his development agreement, which spells out obligations he has to improve roads and control erosion, Wilkerson explained, adding that money in escrow could be taken if terms of the contract are not met.

"If they hadn’t done that minimal effort, I was prepared to do so," Wilkerson said.

The builder performed excavation without stabilizing the land, Wilkerson said in a telephone interview Wednesday.

Lower Saddleback Road to Jeremy Road must also be widened, he said, adding that sidewalks, curbs and gutters are required.

Homeowners have taken control the first phase of Canyon Links from the developer.

"We have wonderful owners that are a positive addition to this beautiful community of Jeremy Ranch and we want to be good neighbors," Bobbie Robinson, president of the Canyon Links Homeowners Association said in a prepared statement. "We believe our community has been impacted by the actions and ‘non-actions’ of the Canyons Links developers."

She claims phase one residents offered to help clean up the messy construction site.

"We have no authority in phase two so there is little we can do without the developer’s cooperation," Robinson stated in the e-mail to The Park Record.
