City Hall offers Bonanza Park 101

Some people in Park City understand the intricacies of City Hall’s discussions about Bonanza Park.

Others likely could not find the district on a map.

The municipal government has created an online resource for people who want to learn more about Bonanza Park as talks about the district’s future continue. City Hall is engaged in discussions about writing a new set of development ideals for Bonanza Park that have drawn a range of opinions, including sharp criticism from some.

The development ideals would be based on City Hall’s General Plan, an overarching document that guides growth in Park City. They would be outlined in a new tool City Hall would use in Bonanza Park, called a form-based code. Such a code, officials say, would be a set of planning, zoning and design ideals better suited for Bonanza Park.

Leaders want Bonanza Park to be a district with a mix of buildings, housing that caters to a range of income and a better neighborhood fabric.

City Hall has posted a page on the municipal website that offers information about the Bonanza Park discussions. The link was recently put on the front page of the website.

"A form-based code is a land development regulation that fosters predictable built results and a high-quality public realm by using physical form (rather than separation of uses) as the organizing principle for the code. A form-based code is a regulation, not a mere guideline, adopted into city, town, or county law. A form-based code offers a powerful alternative to conventional zoning regulation," the page says as it defines a form-based code.

It also says a form-based code "contrasts with conventional zoning’s focus on the micromanagement and segregation of land uses, and the control of development intensity through abstract and uncoordinated parameters."

The page offers numerous documents related to form-based code and Bonanza Park culled from more than four years of meetings, starting with City Hall staff reports in the summer of 2010. Some of the documents include presentations, a staff report and minutes from meetings in 2011 that involved both the Park City Council and the city’s Planning Commission.

Other documents that are available include an October, 2012 draft of the form-based code, staff reports about a previous idea to relocate a Rocky Mountain Power substation from Bonanza Park and a May, 2012 presentation to stakeholders.

The documents include more recent reports, including information that went to the Planning Commission in anticipation of an important Oct. 8 meeting.

There has appeared to be interest in recent weeks by an expanded group of people from the core set of parties who have followed the discussions since they started. At a recent Planning Commission meeting critics mentioned topics like whether businesses that now exist in Bonanza Park would be viable if a form-based code is adopted, the possibility of people being displaced in favor of more exclusive housing and whether a form-based code would lead to taller buildings.
