New development pending at Newpark

The Newpark Town Center project is set to be near completion with the pending approval of Nevis at Newpark, a 23-unit townhome development slated to be built in between the Newpark Hotel and the Cottonwood Three building.

The proposed project consists of 29,041 square feet of residential density, according to county documents. It went before the Snyderville Basin Planning Commission for discussion and a public hearing on Tuesday and was supported under a condition of approval from County Engineer Leslie Crawford.

Summit County planner Amir Caus said construction of the remaining section of Center Drive, a private road northeast of the project area and the Cottonwood Three building, may be halted in favor of a pedestrian walking plaza.

According to county documents, existing and projected traffic on nearby North Park Lane remain below capacity and creating a pedestrian plaza will enhance conditions. Brenda and Rick Hall, homeowners on Park Lane North, sent a letter to Caus expressing concern over the completion of Center Drive.

"There was a reason that Center Drive was in the initial approved plan — SAFETY and proper traffic flow," the letter stated. "This area is growing in leaps and bounds and the last thing we need to do is cause more safety hazards than we already have caused."

The Halls believe traffic will be funneled onto Park Lane North, which they stated "was never designed to be a thoroughfare." Center Drive, they assert, should be the designated thoroughfare.

Caus said he is awaiting an updated traffic report on the project area but that since Center Drive has mainly office and residential space (as opposed to retail and restaurant, which was intended), the Planning Department does not anticipate traffic to be "as high as it would be" if shops and restaurants were planned.

If Nevis at Newpark is approved, the greater Newpark Town Center project will be 94 percent completed, Caus said. If the county engineer finds major issues with the project, it will go before the planning commission again for review. If not, a development agreement amendment will go before the Summit County Council for approval, with a pending final plat/site plan to be signed by County Manager Bob Jasper.
