Up, up and away?

Sadly, the annual Autume Aloft Balloon festival has been cancelled for this year and possibly forever.
I was told (by the Chamber of Commerce) “there’s no revenue generating option (i.e., ticket sales) to continue holding the event.”
Free balloon festivals are held in Boise, Albuquerque and many other locations every year. What are those cities doing that Park City is unable to do?
Balloon festivals attract tourist resulting in additional revenue for business and services. Not having one in PC is money lost.
My question to the committee members who have decided to cancel the balloon fest is what needs to be done to bring this long-standing traditional event back to PC?
